Capacity Building of Community Based Organizations (Qudorat II) Program (2007-2009- extended until June 2010)

Launched under the Ministry of Planning and International Cooperation’s Enhanced Productivity Program, Qudorat aims at strengthening the institutional capacities of non-governmental Community Based Organizations (CBOs), and enabling them to manage and execute socioeconomic programs efficiently and effectively. This program was implemented by JRF in cooperation with partners, namely; Pro-group and the Arab Foundation for Sustainable Development (AFSD), over the course of 24 months starting April 2007 in targeted areas within the following governorates: Irbid, Ajlun, Jerash, Balqa, Ma'an, and Aqaba.

Main components of the program implementation include:

  • Selecting over 60 Community Based Organizations (CBOs) based on set criteria and conditions.

  • Providing an intensive capacity building training program for the selected CBOs.

  • Selecting a total of 40 empowered CBOs based on a competitive process and awarding them with grants to support the implementation of feasible income generating projects in the targeted areas.

Working in this project, JRF followed its successful methodology from partnering with the local community to the private sector and securing additional funding for some projects from donors such as the USAID/ Jordan Tourism Development II project (Siyaha II) and Aqaba Special Economic Zone Authority "ASEZA".

Qudorat II included many successes including:

  • 36 operational projects employing around 350 people permanently and temporarily in the target communities.

  • 15% increase in CBOs memberships.

  • CBOs contribution that reached 120% of the total cost of their projects

  • Two youth-led initiatives were implemented through 2 of Qudorat’s beneficiary CBOs.

  • Total budget of the program went up from around JD 2 million from MoPIC to up to approximately JD 4 million through networking with additional partners.
